Phelps Ambulance, Inc. Billing Information
Serving since 1950,  Our operational methods and needs have evolved, sometimes slowly and
sometimes rapidly due to state and local mandates or innovative new procedures.  Our mission
from the very beginning has never changed.  That is, to provide our community with the best
emergency medical services available.  To continue in this endeavor, we need dedicated available
pre-hospital medical resources.  This means, if needed, calling upon our neighboring ambulance
agencies to assist us by providing advanced life support services as we travel to the hospital.

The cost of equipment and training can be staggering.  New ambulances now cost over $90,000,
defibrillators $10,000, and a simple face mask for CPR can cost up to $10.  As a result, our
costs of operation are rising faster than our available funds.  Tax dollars, along with your
generous donation; have not been able to close the gap between the budget needs and the
present level of funding.  We can no longer ask the community for the increasing funds
necessary to make up budgetary shortfalls.

The Phelps Volunteer Fire Dept., Inc / Phelps Ambulance, Inc. has determined that 3rd Party
Billing seems the most equitable solution to supplement for the funding of our local emergency
medical care.  This process charges emergency transport costs directly to a patient's health
insurance carrier.  For those covered by Medicare, charges for both Phelps Ambulance and any
commercial advanced life support service that we contract with will be consolidated into one bill
and forwarded to Medicare.  Phelps Ambulance, Inc. has chosen Northern Oswego County
Ambulance, NOCA, to administer this entire billing process.  If you receive an insurance check,
we ask you to forward it to Phelps Ambulance, Inc, c/o N.O.C.A., PO Box 113, Pulaski, NY
13142.

It is important for everyone to know that the ability to pay has no bearing on whether or not you
receive emergency care.  No one will be denied emergency medical care due to financial
considerations.

Billing the patient's insurance carriers or paid EMT's does not change the volunteer status of
Phelps Ambulance or its need for your continued generous support through donations.  All funds
are used to provide the best possible emergency medical services for our community.
